Chiang Mai buys dried leaves to tackle forest fires

CHIANG MAI (NNT) – Chiang Mai authorities are buying dried leaves from villagers in a measure to tackle forest fires and pollution caused by locals burning dead vegetation in the province.

The local Natural Resources and Environment office has launched a scheme in 34 villages allowing residents to sell leaves and agricultural waste from forests and farms after Chiang Mai city topped the world air pollution rankings this month as burning fields and forests shroud the province in toxic haze.

The scheme has collected 17 tons of dead leaves as of Wednesday and is targeting a total of around 50 million tons.

The annual burning season stirs up toxic PM2.5 haze across Northern provinces every year, bringing a spike in respiratory problems for local residents. Some of the forest fires occur naturally but many are set by hunters to smoke out wildlife.

50:50 campaign may not get immediate extension

BANGKOK (NNT) – The government’s 50:50 co-pay campaign expiring on 31st March may not be getting an immediate campaign extension. The Minister of Finance says campaign evaluation is needed to improve future campaigns.

The Minister of Finance Arkhom Termpittayapaisith today announced the government may not be able to reach a conclusion on the extension of the 50:50 co-pay campaign in time for the current 31st March campaign end date, as evaluations are needed to better improve the campaign.

Originally introduced last year, the 50:50 campaign is a financial aid campaign for people impacted by the COVID-19 pandemic, in which the government subsidizes up to half the price of purchases at participating stores, with a daily cap on the subsidy amount of 150 baht, and a 3,500 baht per person subsidy limit over the entire campaign.

The campaign has already been extended once, with the current end date set for 31st March.

The Finance Minister said that payout campaigns for the general public are still valid in this period, allowing time for the 50:50 campaign to be assessed, and to address reports of fraud at some participating stores.

The Fiscal Police Office Director General and the Ministry of Finance Spokesperson Kulaya Tantitemit, said today that a bigger quota could be offered in Phase 3 of the 50:50 campaign beyond the 15 million people enrolled in the first two phases, while existing participants will need to confirm their identity if they want to participate in Phase 3, without the need to fill out the registration form.

Mrs Kulaya said the campaign will still be funded by emergency loan credit allocated for pandemic compensation, which still has about 200 billion baht available as of today.

Marijuana could generate up to Bt8 billion for Thailand’s pharmaceutical industry over the next five years, but farmers stand to make little from growing the herb, experts say.

Last year, Thailand removed cannabis and hemp leaves from its list of banned narcotics (seeds and buds remain banned).

Individuals are still prohibited from growing marijuana for sale, though universities, community enterprises, medical professionals and traditional medicine practitioners can seek a licence to grow it commercially.

“We believe marijuana has great potential as a cash crop because more patients will start using marijuana-based drugs soon,” said Ravissa Suchato, an economist at Kasetsart University’s Agricultural and Resource Economics Department.

Ravissa led a study titled “Economic Impact of Commercialised Cannabis Cultivation in Thailand”, which was funded by the Thailand Science Research and Innovation (TSRI) and covered both traditional and modern medicine.

The study found that modern medicine has used marijuana to treat patients suffering from three key conditions – cancer, epilepsy and multiple sclerosis.

Two natural compounds found in plants of the cannabis genus, cannabidiol (CBD) and tetrahydrocannabinol (THC), are used in both traditional and modern medicine.

THC produces a sense of euphoria (a “high”), while CBD has been shown to help patients suffering from anxiety, depression and seizures.

In Thailand, cannabis-based medication is used for palliative care of cancer patients, not as a cure for disease, said Ravissa, adding that almost 1 million (996,743) patients are believed to have taken marijuana-based…

TAT New York Office to host virtual Thai New Year celebration broadcast live from Chiang Mai

All are invited to participate in this one-night only celebration that will be broadcast live from Chiang Mai, featuring an hour-long programme offering something for all those who love Thailand’s traditional culture, its festivals, and Thai food.

It kicks off with a brief introduction into the importance of the Songkran festival to Thai society followed by a traditional water blessing ceremony from Ban Rai Kong Khing in Hang Dong district, Chiang Mai. The award-winning community is a collective enterprise that is known for its homestays, organic products, and holistic wellness practices.

Elephant care tourism is the focus of a segment hosted by Mr. Theerapat Trungprakan, owner of Patara Elephant Farm, a family-run conservation project near Chiang Mai. CMU declares itself first 5G powered University in ASEAN

CHIANG MAI (NNT) – Chiang Mai University and Huawei Technology, have together signed an MOU – “5G Powered Smart University Enabled with Cloud and AI” – making the institution the first to be 5G Powered in ASEAN.

Chiang Mai University’s Chancellor, Doctor Niwet Nantajit and Mr. Abel Deng, CEO of Huawei Thailand signed the MOU to develop the 5G system in the university in order to facilitate learning ability in classrooms, and research capacity. The system also includes Big Data and a cloud service that offers rapid transfer using 5G speed, helping the authorities in the university work more smoothly and more efficiently.

According to the chancellor, Chiang Mai University has always aimed to be the top digital university in the ASEAN region and a leader in higher education that enhances technology and skills outside the classroom that are of benefit in many ways.

Meanwhile, Emeritus Professor Doctor Kasem Wattanachai Director of Chiang Mai University Council revealed that CMU has always regarded its technological capabilities as being the key to development in this era. 5G is considered the fastest and most reliable internet system able to connect the institution to the region and the world.

ASEAN, Japan reaffirm commitment to advance partnership

JAKARTA, 23 March 2020– The 15th ASEAN-Japan Joint Cooperation Committee Meeting took place virtually today, underscoring the commitment of both sides to further strengthen the ASEAN-Japan partnership.

The meeting welcomed the substantive progress in ASEAN-Japan cooperation through the implementation of activities under the Implementation Plan of the 2013 Vision Statement on ASEAN-Japan Friendship and Cooperation. Approximately 97% of the action lines under the Plan have been addressed.

Both sides agreed to continue promoting cooperation in areas of common interests, including trade and investment, disaster management, sustainable development, smart cities, cybersecurity, connectivity, and people-to-people exchanges. They also stressed the need for close cooperation for the regional post-pandemic recovery, including through the implementation of the ASEAN-Japan Economic Resilience Action Plan.

ASEAN appreciated Japan’s support towards the establishment of the ASEAN Centre for Public Health Emergencies and Emerging Diseases Centre and contribution to the COVID-19 ASEAN Response Fund. Preparations are being made for the establishment and operation of the Centre which aims to enhance ASEAN’s capacity and resilience to future public health emergencies.

The two sides exchanged views on development in ASEAN and Japan. Japan highlighted the priority to implement the Joint Statement of the 23rd ASEAN-Japan Summit on Cooperation on the ASEAN Outlook on the Indo-Pacific (AOIP), through conducting practical cooperation in the key areas of the AOIP.

ASEAN also acknowledged Japan’s continued support for ASEAN’s development including its contribution to the Japan-ASEAN Integration Fund. Both sides also welcomed the progress made in the implementation of the ASEAN-Japan Technical Cooperation Agreement, with more activities to be conducted this year.

The meeting was co-chaired by the Permanent Representative of Viet Nam to ASEAN, Nguyen Hai Bang, and Ambassador of Japan to ASEAN, Akira Chiba, and attended by members of the Committee of the Permanent Representatives to ASEAN and representative of the ASEAN Secretariat.

Environment Minister invites all to brainstorm climate change ideas

The Minister of Natural Resources and Environment has invited all sectors to brainstorm ideas on greenhouse gas reduction, while pushing the Climate Change Bill as the main mechanism to improve the country’s environmental standards.

At the Climate Care Forum #1, the Minister of Natural Resources and Environment Varawut Silpa-archa delivered special remarks on the topic “Survive Climate’s Tipping Point,” where he invited all sectors to share ideas on how to slow down climate change.

Mr. Varawut said the world needs to help slow the climate clock, by preventing the world’s climate from rising more than 1.5 degrees centigrade over the next 6 years.

On Thailand’s climate change actions, the Environment Minister said Thailand is now on track to reduce the Nationally Determined Contribution of greenhouse gas, or NDC, by 20-25% by 2030, by minimizing greenhouse gas emissions from the energy sector, industrial sector, consumption and waste management.

He said the government is now pushing for the enactment of the Climate Change Bill, to serve as the main mechanism for addressing environmental issues and helping to upgrade Thailand’s environmental standards. An important factor for the success, however, is strong cooperation between the government, private firms and the people.

The Climate Care Forum #1 is an online seminar held to celebrate the first anniversary of the Care for the Whale project, which is a cooperation between the Stock Exchange of Thailand and some 30 organizations on Ratchadaphisek Road working on waste management.

The project has, over the past year, successfully reduced emissions of some 4.26 million kilograms of carbon-dioxide equivalent, comparable the planting of 474,277 10-year-old trees.
