PMO Minister checks drought operations in Nakhon Ratchasima

BANGKOK (NNT) – Many villages in Nakhon Ratchasima are facing shortages of water for consumption, as local canals have dried up, cutting off resources for tap water production. A minister attached to the Prime Minister’s Office, Tewan Liptapallop, today visited the province to observe actual conditions and hardships being faced by villagers.

During his visit to Ban Nong Sao Deaw Mai Pattana village in Chok Chai district, Nakhon Ratchamsima, Minister Tewan Liptapallop received a briefing on the current drought in the area, where a water pond used for tap water production at Moo 7 Ban Sao Deaw and Moo 10 Ban Nong Sao Deaw Mai Pattana villages, has dried up.

At Moo 13 Ban Tha Takien and Moo 16 Ban Non Daeng villages, local canals have dried up leaving insufficient water for tap water production. The area is currently not served by the Provincial Waterworks Authority, while water availability from groundwater wells is not sufficient for consumption demands.

To mitigate the situation, Chok Chai district office has ordered water tankers to distribute water from Chok Chai Provincial Waterworks Authority office to affected villagers.

Minister Tewan Liptapallop also met with villagers and listened to their complaints. He ordered all agencies to provide urgent assistance to affected people, and to allocate the budget to solve the drought appropriately.

2019 investment promotion requests exceed 750bn baht

BANGKOK (NNT) – Thailand remained an investment destination for international investors last year, as reflected in the overall value of investment promotion requests in 2019, released by the Board of Investment (BOI) today, which exceed a 750 billion baht goal. An impressive 59% was in the Eastern Economic Corridor, with China outreaching Japan to become the biggest international investor in Thailand.

Deputy Prime Minister Somkid Jatusripitak, today assigned the Board of Investment of Thailand (BOI) to introduce measures to oversee companies receiving investment promotion packages last year to proceed with their investment plans.

The BOI last year received investment promotion requests for 1,624 projects worth 756.1 billion baht, of which 506 projects worth 444.88 billion baht are located in the Eastern Economic Corridor (EEC), accounting for 59 percent of total investment promotion requests.

Some 500 billion baht in Foreign Direct Investment (FDI) was made in 2019, with Chinese investors being the largest group for the first year with 260 billion baht in investment, replacing Japanese investors who commited 63 billion baht in investment.

Mr Somkid said the government is motivted to offer special support to the tourism industry, creative economy industry, and infrastructure investments in the grassroots economy this year. The government will be introducing measures for Thai companies to make more investments over the next six months to take advantage of the appreciated Thai currency.

The BOI Secretary General Duangjai Asawachintachit said today investment prospects for 2020 will be improved, as the BOI has enhanced its investment promotion benefits which now include 50% corporate income tax discount for five years. The offer is eligible for investment projects proposed to the BOI this year, of actual investment value of no less than 1 billion baht by the end of 2021.

Current investment promotion packages for SMEs are now extended to February 2020, with the addition of a 50% corporate income tax discount for three years for investments in the EEC.

DPM Prawit chairs cyber security meeting

BANGKOK (NNT) – Deputy Prime Minister Gen Prawit Wongsuwan has chaired a National Cyber Security Committee meeting, setting policies and guidelines for national cyber security agencies to prevent cyber security threats.

Deputy Prime Minister Gen Prawit Wongsuwan presided over the meeting of the National Cyber Security Committee, and was joined by the Minister of a Digital Economy and Society, as well as delegates from related agencies.
The meeting approved the appointment of seven cyber security expert commissioners, namely Mr Prinya Hom-anek specializing in cyber security protection; Lt Gen Mano Nuchkasem – information technology and communications; Pol Col Yanaphon Youngyuen on engineering; Mr Paiboon Amonpinyokeat regarding legal aspects of the work; Mr Vichet Tantivanich – finance; Mr Bordin Sapsomboon addressing public health, and Mr Panitan Wattanayagorn dealing with international relations. These commission members will be working to develop policies in keeping with the Cyber Security Act.

The meeting acknowledged progress in the establishment of the Office of the National Cyber Security Committee, serving as a central agency overseeing projects and legislation with related laws and national strategies. The establishment of this office is a priority under the Cyber Security Act BE 2562. The duties of the office will for now be taken up by the Thailand Computer Emergency Response Team (ThaiCERT) and the Electronic Transactions Development Agency (ETDA) prior to the launch of the new cyber security office.

Gen Prawit Wongsuwan said in the meeting today that there are many important topics to be discussed, which involve national cyber security development and protection, to ensure the country is capable of responding to cyber security threats effectively, and can provide continuous cyber security protection. He stressed the importance of direction and guidelines for national cyber security agencies to follow, in order to respond to and protect the country against cyber security threats.

Government ready to help debt-ridden farmers and fishermen

BANGKOK (NNT) – Deputy Prime Minister and Commerce Minister, Jurin Laksanawisit, has held a meeting with members of the Farmers Rehabilitation and Development Fund, the Thai Bankers’ Association and representatives of the agricultural sector to discuss assistance for 150,000 debt-ridden farmers.

The Deputy Government Spokeswoman, Dr. Ratchada Thanadirek, said the combined debt of the 150,000 farmers is around 54 billion baht. Deputy Prime Minister Jurin instructed the three sides to find a mutually satisfactory solution for restructuring the debt and blamed the issue on miscommunications and a lack of mutual understanding. Conclusions reached by the three sides will be presented to the Farmers Rehabilitation and Development Fund on January 23 and then to the cabinet. The fund was tasked with redrafting its regulations on repurchasing land lost in the course of mortgaging, and to compile a list of its debtors divided by debt type as well as a rehabilitation plan for each individual. It will also negotiate a delay in processing the 1,340 farmers with the Thai Bankers’ Association.

At the parliament building on Kiakkai Road in Bangkok, a group looking to amend fishing laws handed the Speaker of the House of Representatives a letter calling for changes to the 2015 Royal Decree on Fishing, which after four years has resulted in inequalities in the fishing sector and has not met with the intentions of anglers. The Secretariat of the House of Representatives said today the proposal would be studied before being put to the legislature and any inaccuracies would be corrected first.

All agencies take measures to contain PM 2.5 airborne dust

BANGKOK (NNT) – Parents bringing their children to attend National Children’s Day activities could be concerned about PM 2.5 airborne dust in Bangkok and outlying areas, prompting authorities to take action to prevent and contain it.

Pollution Control Department Director General Pralong Damrongthai, said today the Ministry of Natural Resources and the Environment has issued a warning on the airborne dust situation, coordinated with relevant agencies and stepped up measures to prevent the particulate matter spreading from its sources on January 10 and January 11, 2020.

The Traffic Police Division has stepped up measures to check vehicles for black smoke emissions which might pollute the air. Seventeen road checkpoints have been set up to check cars and pickups for black smoke. Traffic police attached to Talingchan police station, Thamma Sala police station and Khun Khanan Loyfa police station have also been instructed to keep cargo trucks from entering Bangkok during specified periods.

The Bangkok Metropolitan Administration has had all 50 of its districts prohibit people from burning anything in the open air, and has taken steps to contain and reduce airborne dust from sites connected with the construction of electric trainlines and other activities.

The Department of Land Transport has authorized 16 inspection teams to strictly check heavy-duty trucks and buses for black smoke and called on transport operators not to run cargo trucks in Bangkok’s inner areas, except for the transportation of essential goods such as fresh food.

The Department of Industrial Works has taken measures to strictly contain air pollution released from factories in Bangkok’s outlying areas and to reduce their production capacity in critical PM 2.5 airborne dust situations.

OSMEP says Thai SMEs to grow in 2020

BANGKOK(NNT) – The Office of Small and Medium Enterprise Promotions (OSMEP) has reported that the Thai economy is showing positive signs in early 2020, as startup entrepreneurs are learning ways to apply innovations and technology to enhance their business operations. The acting Director-General of the OSMEP, Wimonkan Kosumas, said today her agency expected the country’s economic growth to be 2.7 to 3.2% this year, while Thai SMEs are expected to grow 3.0 to 3.5%, thanks to the government’s economic stimulus measures and major infrastructure investments. Tourism and e-commerce are also expected to grow this year.

Risk factors for Thai SMEs include the global economic slowdown, the trade war between the United States and China, the baht’s appreciation, the high level of household debt and the problem of financial accessibility. However, businesses are adapting to the digital economy by creating new products, and this is a positive sign.

This year, the OSMEP continues to focus on equipping new entrepreneurs with greater knowledge on utilizing innovations and technology to strengthen their operations. The agency will also help Micro SMEs raise the quality standards of their products and services and use technology to expand their businesses. The OSMEP plans to increase the competency of some 380,000 SMEs this year.

The situation in the Middle East has affected some sectors, but demand for Thai SMEs’ food and consumer products is still high. The OSMEP is closely monitoring the situation in the Middle East.
