The United States is past engaging with China

The executive order by US President Donald Trump blocking Chinese tech giant Huawei from the United States is an aggressive unilateral step under the guise of national security. It deals another blow to China as a potential strategic technology competitor to the United States and follows in the wake of the 25 per cent US tariff on a broad swathe of Chinese goods.

This is more than a resetting of the trade relationship between China and the United States. US policymakers have sought to engage and integrate China into the global economy via global trade rules and institutions since the 1980s.

Past US administrations based their China policies on the assumption that China’s economy will move to a more liberal market order via institutional adjustments imposed through global rules. These strategies led to a complex and intertwined relationship between the United States and China. The changes signalled by Trump’s executive order reflect a post-engagement policy supported by the US security community. A significant element of this post-engagement policy is the overt disregard for the WTO rules which have been a US political project since the Cold War.

A key element of this post-engagement policy is the the reconfiguration of security and economics within both trade and strategic policy. The integration of China into the economic order was originally premised on the primacy of a US-based security order in the Asia Pacific. This has been challenged on two fronts. One is the emergence of Chinese political and economic projects such as the Belt and Road Initiative, seen as a challenge to US dominance. The other is the strategic assertiveness of the Chinese military, particularly in the South China Sea.

These Chinese economic–political projects are rooted in distinctive patterns of Chinese capitalist transformation and internationalisation. The United States is now competing by implementing its own political projects on infrastructure, connectivity and trade, with US security agencies combining to promote those particular forms of economic integration that are directly linked to security interests.

The policies of the Trump administration are a response to the domestic political failures of using engagement strategies to manage the various ups and downs of the US–China relationship, such as the Trans-Pacific Partnership and its security counterpart, the ‘Pivot to Asia’. The policies overturn the instruments through which previous strategies of engagement were conceived and executed. The reconfiguration of the relationship between economics and security is at the core of this post-engagement management. This relationship has always been shaped by domestic US politics.

The recent executive order is emblematic of this post-engagement strategy, reshaping the US–China relationship by eschewing the use of international legal rules. Thailand to sit on ECOSOC

Thailand to sit on ECOSOC

BANKOK, 15 June 2019(NNT) – Thailand has been selected as a member of the United Nations Economic and Social Council from 2020 to 2022 on behalf of Asia and the Pacific region alongside China, South Korea and Bangladesh.

Thailand won 186 votes in the selection process. Thailand’s Foreign Affairs Minister Don Paramudwinai also participated in the session. Last time Thailand was an ECOSOC member was from 2005 to 2007.

ECOSOC is one of six major United Nations organizations which is in charge of proposing and reviewing international policy toward economic, social and environmental development. ECOSOC has supported the world’s goal of achieving sustainable development by 2030. From among a total of 54 ECOSOC member countries worldwide, Thailand will have the opportunity to take part in proposing international policy toward partnerships for sustainable development cooperation.

Besides, Thailand can share outstanding experiences in sustainable development under the guidance of the Sufficiency Economy.

TAT to promote Isan provinces as sports tourism destinations – Sports, Tourism

The Great Mekong Bike Ride 2019, scheduled from 28-30 June, is ready to welcome more than 2,000 Thai and foreign road race cyclists and elevate the awareness of Thailand’s Northeast (Isan) provinces of Nakhon Phanom, Mukdahan and Sakon Nakhon, as sports tourism destinations.

This year marks the fourth edition of this epic, long-distance road race cycling event organised by the Tourism Authority of Thailand (TAT) in cooperation with Nakhon Phanom, Sakon Nakhon and Mukdahan provinces, the Thai Cycling Association and Tri-League.

Registration is now closed as full participation numbers have been reached, at 2,000 cyclists. These include 400 international cyclists from 22 countries and 1,600 Thai cyclists. The event is expected to generate about 20 million Baht in tourism revenue for the local economy.

The meteoric rise of flexible space in Asia Pacific – Property, Real Estate

The rise of flexible space in Asia Pacific has been meteoric. JLL research indicates major operators grew their footprint at an annualized rate of 35% over the 2014-2017 period and that pace of growth has carried over into 2018 (Figure 1).

A number of factors have driven the growth of this industry, and the co-working segment in particular, including the flexible terms offered to members, the plug and play ease of setting up, the sense of community and ready access to social and professional networks.

Initially co-working appealed to startups who found it more affordable than opening a traditional office.

To date the most popular flexible space model has been rent arbitrage.

But increasingly large corporates have started including co-working in their real estate strategy. And to accommodate corporates, operators have increased the size of their centres – our latest research indicates the average flexible space lease grew nearly 40% in 2016 (Figure 2). That momentum has slowed somewhat but centres have continued to grow.

Catering to corporates with larger centres enables operators to stabilize their rental income (providing much needed comfort to landlords and investors), but it also means heavier rent obligations and larger expenditure on fit out. As a result operators have been chasing additional funding from investors and exploring alternative business models.

Three farming chemicals purchase permits now open

BANGKOK, 14 June 2019(NNT) – The regulation of Paraquat, Glyphosate, and Chlorpyrifos in agriculture will be effective from 20th October this year. The Ministry of Agriculture and Cooperatives has developed a regulation system for these chemicals where farmers must apply for a chemical purchase permit which requires training and tests.

The Ministry of Agriculture and Cooperatives’ (MOAC) Permanent Secretary Anan Suwannarat has invited farmers who wish to use Paraquat, Glyphosate, and Chlorpyrifos to register themselves with the Department of Agricultural Extension and apply for the chemicals purchase permit from today as part of the usage control regulation program covering these three chemicals to ensure safety.

As part of the program, the Department of Agricultural Extension will provide the necessary training for tapioca, corn, oil palm, fruit, grains, and flower farmers, while the Rubber Authority of Thailand will provide the necessary training and examinations for rubber farmers, while the Office of the Cane and Sugar Board will provide training for cane farmers. Officials from the three agencies will receive training from the Department of Agriculture, and will further train chemical sprayers and local officials such as village headmen and sub district administrative organizations’ permanent secretaries.

Farmers can register and apply for the chemicals purchase permit on chem.doae.go.th website, Farmbook application, or at any district agricultural office. They can choose to receive training via the E-learning system, or apply to sit for the examination directly. Applicants who fail their first examination can retake the examination on one more occasion. It is expected some 1 million farmers will apply to qualify in this program.

BANGKOK, 14 June 2019(NNT) – Thai Airways International plans to resume direct flights between Bangkok and Sendai, from this year’s wintertime and expects up to 80% of Thai travelers to fly with them.

THAI President Sumet Damrongchaitham, has confirmed that THAI has signed an agreement with Sendai in Japan to resume direct flights between Bangkok and Sendai for a three-year period, offering three round-trip flights per week beginning on October 29. THAI currently provides chartered flights between Bangkok and Sendai. Up to 80% of Thai travelers to Sendai and 20% of Japanese travelers to Bangkok are expected to fly them. The anticipated number of air travelers would increase two or three times over the years.

In promotional round-trip flights, the air fare begins at 13,420 baht for one passenger alone and 12,820 baht for each member of a group of four passengers.

In addition, the online trading of goods via the THAI website and Application is expected to begin in the third quarter of this year. Meanwhile, THAI Kitchen will be hired to make meals for the passengers of many leading airlines.

13 June 2019 Singapore, June 13, 2019 — —Thailand will likely maintain continuity on infrastructure investment, after the country’s recent election results.

But its ageing society, moderate competitiveness and labour skills shortages remain key credit challenges.

Moody’s Investors Service has just released an FAQ on the Government of Thailand (Baa1 stable), analysing the outlook for policy, growth and structural reforms, against the backdrop of global trade tensions.

Moody’s report also examines the impact of Thailand’s elections in March 2019.

Moody’s expects policy continuity on the country’s 20-year national strategy, including investment in the flagship Eastern Economic Corridor. However, opposition to the ruling coalition’s slim majority in the lower house of parliament could delay the implementation of certain policies.

On the issue of how Thailand’s fiscal and external position will evolve, Moody’s says that Thailand will likely sustain its strong fiscal position, regardless of political developments, because of the country’s track record of adhering to fiscal rules, a factor that also supports Moody’s assessment of very high policy effectiveness.

Ongoing inflation within target and financial stability are factors that underscore the country’s monetary policy effectiveness, and persistent balance-of-payments surpluses will continue to bolster foreign exchange reserves and contribute to low external vulnerability risk.

The local delivery market on April 8 welcomed a new member, ADiDi, providing delivery, installation, repair and maintenance services, mainly for electronic products and household appliances.

Tran The Vinh, general director of ADiDi JSC, which manages the ADiDi mobile and web app, noted that almost 3,000 electronics stores associated with modern retail chains are active on the local retail market, alongside some 10,000 traditional stores and online channels selling electronic items and appliances.

These local retailers usually have to develop human resources to conduct wide-ranging activities from confirming orders and handling delivery and installation to offering maintenance and warranty services, all of which raises their costs.

Accordingly, with ADiDi services, retailers can focus on sales alone. The ADiDi app connects the company’s delivery and installation staff with the warranty centers of electronics retailers across the country.

ADiDi will provide delivery services for small items, such as smartphones and headphones, and bulky products, including refrigerators, televisions and air-conditioners, along with collection services for third parties with a total value of up to VND100 million.

By using the ADiDi app, customers can easily search for the warranty centers of Samsung, Sony, LG and Daikin. Also, the cost of each service is displayed on the app.

Vinh added that over 2,000 users have downloaded the ADiDi mobile app to date, including 100 corporate customers. Apart from the launch ceremony on April 8 in HCMC, ADiDi will launch the app in Danang and Hanoi in the coming days.
