Commerce Ministry tackles oil palm pricing

The Ministry of Commerce has stressed the government’s efforts to solve low pricing of oil palm kernels, bringing forward measures over the next two months to bring down the stock volume to a normal level.

The Department of Internal Trade Director General, Wichai Phochanakij revealed today the government has been working to resolve the low oil palm kernel pricing faced by farmers, with the Ministry of Commerce proposing palm oil stock rebalancing measures which were approved by the National Palm Oil Policy Committee on 1st November 2018, and later proposed to the Cabinet on 20th November 2018 to expedite the use of 160,000 tons of palm oil in stock for electricity generation at Bang Pakong power plant, promoting consumption in the energy sector, and re-balancing palm supply and demand in the country.

One of the factors leading to poor palm oil pricing is the warm climate causing palm fruit to become ripe prematurely, leading farmers to sell the produce to oil extractors resulting in higher costs and lower yields, while many farmers are speeding up the harvest at their farms to find money for tuition fees for their children as the new school term approaches.

The decision by the European Union to cancel the use of palm oil as a biofuel ingredient, and the increase in import tax by India which is the world’s largest palm oil importer also affected the pricing.

The Department of Internal Trade has been accepting registrations from crude palm oil producers to supply the Electricity Generating Authority for electricity generation from 2nd January to 1st March 2019. The campaign has reached the 160,000 tons goal. The EGAT has so far received 152,000 tons of palm oil, with 8,000 remaining to be shipped this month.

The department is also promoting the use of B20 biodiesel at 20 million liters daily. Related agencies are now working to issue B20 certifications for compatible car engines, encouraging manufacturers to produce more models compatible with B20, and providing a discount on B20 sales to be 5 baht per liter less than diesel oil, and providing tax discounts for biodiesel vehicles. These measures are expected to create more than 1,270,000 liters of palm oil consumption annually.

The DIT director general added that these measures will help bring down in-stock palm oil from 370,000 tons to a normal margin over the next two months, which will help stabilize the prices farmers receive in the future.

Drought, northern haze, forest fires

BANGKOK, 26 April 2019(NNT) – Hot spots and airborne particulate matter in nine northern provinces have risen again. A fire broke out in a forest reserve in Phrae province, prompting authorities to keep putting it out.

Personnel from varied agencies as well as volunteer villagers extinguished the fire which had occurred since April 19 in the forest reserve straddling Tambon Huay Rai in Den Chai district of Phrae and the capital district of Uttaradit. The authorities found the fire which claimed damage to 1,500 rai of land very difficult to keep under control due to unyielding access to it. A helicopter dumped water in an airborne effort to help put out the fire and barriers were set up to contain it.

Meanwhile, the PM 2.5 airborne dust in the nine northern provinces was reported by the Department of Pollution Control’s Air4thai website in a range of 51 to 205 micrograms per cubic meter with the highest, red-zone hot spot reported in Tambon Chong Kham in the capital district of Mae Hong Son where the particulate matter has remained at health-affecting level.

The Department of Disaster Prevention and Mitigation has declared a total of 287 villages in 39 tambon in 13 districts of five provinces namely Roi Et, Sri Saket, Nakhon Ratchasima, Trat and Chonburi, as drought-hit areas.

Department of Groundwater Resources Director General Kusol Chotirat confirmed that preparations have been made for the inspection into the conditions of groundwater wells, water pumps, waterworks and water quality improvement systems in the face of the current drought. A total of 132 permanent water distribution spots have been set up to provide clean drinking water while 737 groundwater wells are being excavated within this month in areas which might be in lack of water. Nakharat units and trucks equipped with the water quality improvement system have been deployed to make clean drinking water for villagers in drought-hit areas.

GH Bank to hold NPA auction on Apr 27

BANGKOK, 26 April 2019 (NNT) – Non-performing assets (NPAs), including second-hand houses, offered by the Government Housing Bank (GH Bank) have drawn interest from the general public. In 2018, the GH Bank sold second-hand houses with a total value of over four billion baht, higher than the target by 358 million baht. In the first quarter of this year, more than one billion baht worth of second-hand houses were sold and the bank will auction about 4,100 second-hand houses this Saturday (Apr 27).

The GH Bank President, Chatchai Sirilai, said the bank’s NPAs have been popular among the public because the bank has measures to ease their financial burden. On Saturday, the GH Bank will auction about 4,100 houses, including detached and semi-detached houses, commercial buildings, apartments, and vacant land, at discounted prices. The auction of 854 NPAs in Bangkok and nearby provinces will be held at the GH Bank headquarters on Rama IV Road. The auction of 3,246 NPAs in regional areas will be held in different branches of the GH Bank nationwide.

ASEAN economic ministers discuss AEC progress, global economy at retreat

PHUKET, 23 April 2019 – ASEAN ministers deliberated and exchanged views on the progress of the ASEAN Economic Community (AEC) as well as current issues pertinent to the global economy at the 25th ASEAN Economic Ministers’ (AEM) Retreat in Phuket, Thailand from 22 to 23 April 2019.

The ministers endorsed 13 priority economic deliverables under Thailand’s Chairmanship of ASEAN in 2019. Recognising the changes being brought about by the Fourth Industrial Revolution (4IR) which underpins a number of the priority economic deliverables for the year, the top officials noted the next steps in advancing ASEAN’s work in preparing a strategic response for the 4IR.

Secretary-General of ASEAN Dato Lim Jock Hoi reported that, “The next steps will be cross-pillar, prioritising on areas where the regional platform can best deliver, and take into consideration existing and planned initiatives.”

The ministers also discussed matters regarding ASEAN’s external economic relations, including the progress towards the conclusion of the Regional Comprehensive Economic Partnership negotiations and the ongoing debate on reforming the World Trade Organization.

Two agreements were signed at the sidelines of the AEM Retreat on 23 April. The first agreement, ASEAN Trade in Services Agreement, encompasses all achievements that ASEAN Member States have made to date under the ASEAN Framework Agreement on Services. It also provides the mandate for countries to transition towards a negative list approach for even deeper integration in the future. The second agreement, the Fourth Protocol to Amend the ASEAN Comprehensive Investment Agreement, incorporates obligations on prohibition of performance requirements that will ensure ASEAN investors continue to get the best treatment through this agreement.

The 25th AEM Retreat was the first meeting of the Economic Ministers in 2019. The AEM will meet again at the 51st AEM Meeting in September this year in Bangkok.

CU’s Faculty of Medicine announces success in using "natural killer cells" to treat leukemia

BANGKOK, 24 April 2019 (NNT) – The Faculty of Medicine, Chulalongkorn University (CU), Chulalongkorn Hospital, Thai Red Cross Society and Thailand Center of Excellence for Life Sciences, Ministry of Science and Technology, have succeeded in the treatment of leukemia patients with killer cells.

Dr. Koramit Suphaphiphat, who leads the immunotherapy research team of the Faculty of Medicine, CU, explained that a natural killer cell is a type of white blood cell. There are approximately 5-10 percent of white blood cells in the body. They patrol and detect irregular cells. If irregular cells are found, the “natural killer cells” will destroy them before they cause harm to the body or develop into cancer. The “natural killer cells” are usually very rare in the blood. To be used in the treatment of patients, we need to stimulate them and increase their number first to achieve the highly efficient “natural killer cell” for the patients.

Currently, there are five patients participating in the project. They have acute leukemia of Myeloid type. The five patients are being treated with “natural killer cells” from donors. The research team has succeeded in stimulating and increasing the number of “natural killer cells” for treating the patients. One of the five patients who received “natural killer cells” has stopped the treatment for one year. No signs of symptoms of recurrence have been noted. The research team is monitoring the symptoms of the other four patients.

In the next step, the research team will continue the project to study and enhance the efficacy of high risk leukemia treatment with “natural killer cells” because the “natural killer cells” can treat only certain types of cancer.

Four major EEC infrastructure projects reviewed

BANGKOK, 24 April 2019(NNT) – The Thai government is advancing four infrastructure projects in the Eastern Economic Corridor (EEC).

All projects will be able to be included in the joint venture signing in May. They will promote Thailand as an important trade hub in Asia.

The meeting reported on progress of four major projects, including a high-speed rail linking three airports.

After the appraisal of the proposal in late January, Charoen Pokphand Holdings or CPH submitted a proposal for investment and returns which has been approved by the committee.

The State Railway of Thailand (SRT) will prepare a draft joint venture agreement for the Office of the Attorney General and the EEC Office before submitting it to the cabinet. It is expected that the joint venture agreement will be signed in May.

World Bank forecasts Thailand’s economic growth to rise 3.8% this year

BANGKOK, 24 April 2019 (NNT) – The World Bank has forecast Thailand’s economic growth to slightly slow down and rise 3.8% this year while the general economy of East Asia and the Pacific is expected to slow down and rise 6% this year and next year.

According to the World Bank’s economic analysis report for April 2019, Thailand’s economic growth is forecast to slow down and rise 3.8% this year and 3.9% next year, compared to 4.1% last year. So are the economic growths of Vietnam, the Philippines, Laos, Mongolia, Cambodia and Myanmar largely depending on major infrastructural investment projects.

Due to high inflation and slowdowns in its export sector, China’s economic growth is forecast to remain stable and rise 6% during 2019 and 2020, compared to 6.3% last year.

Kiatiphong Ariyapratchaya, a senior economist attached to the World Bank’s Thailand branch, forecast Thailand’s economic growth to be considerably affected by slowdowns in export sector but still better than the last few years while domestic consumption and investment will be a mjaor force behind future economic growths.

However, Mr. Kiatiphong said, such forecasts do not take risks in political sector into account . He said the delayed formation of a post-election government will affect new investment projects of the public sector and the confidence of the private sector by 2021.
